The Metropolitan Police Service is to reinforce the message that 999 calls should be made in the event of an emergency - by spamming up to 250,000 Londoners. Scotland Yard has signed a deal with messaging outfit Buongiorno to state the bleeding obvious to the capital's residents
From the press release (below) we learn that email will be the "sole means" to communicate this message. Recipients of the email are encouraged to pass it on to friends and family.
A spokeswoman for Buongiorno said the emails will be targeted at people nf the company's database. Only people who had opted to receive permission-based marketing communication would receive the initial email, she told us.

Calling police is ‘postcode lottery’. New figures reveal a postcode lottery is governing police responses to 999 calls with Sutton emerging below the London average.
The new borough-by-borough breakdown, published by the Metropolitan Police Authority last week, shows Sutton is performing better than Croydon and Merton, but worse than neighbouring Kingston.  Just over 70 per cent of calls are attended in under 12 minutes in Sutton, compared with a London average of 71 per cent, Croydon (66 per cent), Merton (68 per cent) and Kingston (71 per cent).  Top of the table is Westminster, with 84 per cent, and bottom Hounslow, which is responding to just 58 per cent of 999 calls in under 12 minutes.
Police across London are taking longer to respond to 999 calls than last year, against a backdrop of a 3 per cent rise in calls.  Tony Arbour, Conservative London Assembly member, said: "It is extremely worrying that the police response time to 999 calls is rising, with 16 boroughs coming out at under 70 per cent. "Londoners are paying more and more in their council tax for the police but it does appear that the quality of the service you get depends on the borough you live in.

We completed the investigation into the Thornton Heath shooting in four months – which we believe is about 50% quicker than a similar police investigation under the previous system would have been. Police forced to hire more cars by Joseph O Shea
Croydon police now have to hire cars because the number of police vehicles they are allocated has decreased by 16 in the last year. Changes to the Metropolitan Police allocation formula means the number of vehicles serving Croydon borough has fallen from 60 vehicles in 2002 to just 44 this year.Croydon is the borough worst effected by the changes which are based on numbers of officers, emergency calls, size of area covered and total road mileage.
Chief Supt Vicki Marr said: "We have lost 16 police vehicles in the last year because there is a new allocation formula for the Met fleet. "It didn't affect other boroughs in the same way, so we had to accept the reduction."

Met Commissioner admits that first Daniel Morgan murder inquiry was "compromised"
At a meeting of the Metropolitan Police Authority today the Commissioner of Police, Sir Ian Blair, admitted to the authority that "It is clear that the first MPS inquiry was compromised". The discussion was opened by Jennette Arnold, Alastair Morgan's representative on the MPA who forcefully advocated the need for independent scrutiny of the case. MPA chair Len Duvall added that there are "still unanswered questions".
"We're delighted at the courageous and principled decision that the Metropolitan Police Authority took today" said the Morgan family. The MPA decided unanimously to order the Commissioner of Police to prepare a report on the failure of four police investigations to resolve allegations of police involvement in the murder of the Welsh private investigator in 1987. The report will be followed by a review of the case papers by a QC appointed by the MPA.
"The Met Commissioner's team put forward the authorised version of what took place in the investigations into Daniel's murder" said Daniel Morgan's brother Alastair after the meeting. "However, they took the foolish step of presenting alternative solutions verbally at the meeting when they'd had ample time to consider the matter in advance. The authority members were not impressed by a verbal suggestion being proposed at such a late stage. We would have rejected their proposals out of hand".
MPA Chairman Len Duvall argued throughout that the Daniel Morgan murder was a special case and that he felt passionately that it required further scrutiny. The Morgan family is most grateful for his and his committee's intervention and support after 18 years of evasion by the Home Office and other authorities.
Before anyone gets too complimentary about Sir Ian Blair’s admittance. . . . It only came about because The MPA ORDERED the MET and Therefore Sir Ian to act properly honestly and decently . . . He wasn’t going to do it of his own free will . . . And that is my complaint against David Wechsler CEO of Croydon Council . . Who despite now apologising to me and promising to get his Planning Officers to answer my questions . . . STILL allows them to prevaricate with weasel words that mean nothing.

And it’s not just the Police . . . As late as July 2004 . . . The Home Office was claiming the investigation was “well up to the standards of the day” . . probably knowing full well it wasn’t up to the standards of the 1700’s.

Rise in Croydon Police taken away from the borough

Figures released by the Liberal Democrat London Assembly team show that, despite assurances by Ken Livingstone, the number of officers taken away from their duties in Croydon for central policing has increased by over 35% in the last year. Liberal Democrat London Assembly Spokesman for Croydon & Sutton, Steven Gauge said - "When local residents are crying out for a more visible police presence on our streets, it is ridiculous that officers who should be dedicated to Croydon are being sent to Central London."
Cant we SWAP them for some more police cars then? . . The MET must have loads spare.

July 08, 2005 INCOMPETENCE RISES TO THE TOP!
Let us be clear. London's Metropolitan police on the street did a great job yesterday, as they helped Londonders cope with the terrifying menace of Islamofacism in action. I am sure few of us would have wished to see some of the sights these Police Officers were confronted with down in the Tube Stations and in Tavistock Square and they deserve our full respect.
Which is more than I can say about their leaders.
Interviewed on an obliging BBC Radio 4 yesterday morning at 7.20am, Metropolitan Police Commissioner Sir Ian Blair declared that the Met "was seen as the ‘envy of the policing world in relation to counter-terrorism’ The sound of backslapping echoed across the airwaves. A little over an hour and a half later, other sounds echoed round central London as the ineptness of the Met's ability to counter Al Qu'eda became rather obvious
Not to be outdone in the stupid stakes, Deputy Assistant Commissioner. Brian Paddick made the comment: ‘As far as I am concerned, Islam and terrorists are two words that do not go together’. Hmm...ever heard of Al Qu'eda, Brian? Just how stupid is that from such a senior Police Officer? The men at the top in the Met appear hopeless, promoted for their political correctness, and the truth is that the Met seems far away from being "the envy" of the world when it comes to counter terrorism.

This is rather like the accusation against the Metropolitan Police for the way they conducted the original investigation of the Stephen Lawrence murder in 1993 (and the way they subsequently exonerated themselves after an internal inquiry). They are not cast in the role of the thugs and bully boys. But they were like the RSM, indeed like the whole regimental culture which told him he could get away with remarks like that.
We now know that the tribunal of inquiry into the affair has found the charge proved. This could not have been an easy thing to do. There was plenty of incompetence, which the police admitted to. But they tried to suggest this was ordinary everyday incompetence, not a special display because the victim was black.
Again those words . . . . “Exonerated themselves” . . . . What people fail to realise is . . . There is no one to complain to anymore . . . The IPCC is really only there  . .from its own literature to investigate SERIOUS complaints . . . anything less and there is absolutely nowhere else to go. . . . I did get the IPCC to look into my complaints for 5 mins and they wrote all the right letters to Croydon Constabulary . . who refused to accept them as COMPLAINTS but agreed to look into them as MATTERS . . . . THEN they ignored them . . . Thus keeping the COMPLAINT off their records. . . . apparently it doesn’t matter if they ignore a matter. . . . not to the IPCC anyway.
seems obvious to us that the incompetence of the Met Police knows no bounds as after ten minutes of arriving no less than nine Police vehicles came storming down the road one after the other, blue lights and sirens blaring, all this for a demo which they knew full well was going ahead! Out of the riot vans, jeeps and squad cars poured ( I kid you not ) 30 coppers! This was the beginning of a day when the Police, as usual, did everything within (and a lot of the time not within) their powers to suppress our rights to protest and intimidate and bully us, which as usual, failed miserably.
Despite the presence of a ridiculous amount of police we held an incredibly effective demo. The fat cats of Glaxo came rolling in to the HQ in their expensive cars, bought with the blood money from innocent victims of their cruel and fraudulent business.
The MET Police behaviour at demo’s probably warrants a page on it’s own . . .   
The Daniel Morgan murder is the worst example of police malpractice I have ever encountered. The case not only raises claims of police incompetence, it also highlights very serious allegations of police corruption, all of which have been systematically ignored by subsequent Tory and Labour governments.
During the adjournment debate that I called for on this subject in July 2004, Home Office minister Caroline Flint assured Daniel's family and me that the initial murder inquiry (which we believe lies at the heart of the mischief) was "well up to the standards of its day". The fact that the scene of the murder was tampered with, that only one out of six of the chief suspects' alibis was taken and that one of the principal suspects - a police officer - was assigned to the squad responsible for investigating Daniel's murder and was thus able to "manage" the gathering of evidence before retiring from the Met altogether, makes any inquiry - even in the Eighteenth Century- well below the standards of its day.
I have done everything in my power, using the channels that are open to me in Westminster, to try to bring the grave allegations of corruption, at all levels of the Metropolitan police force, to the government's attention. This case is particularly important because allegations of police corruption undermine the trust that people place in that all-important "bobby on the street" and damage the professionalism and credibility of the many police officers who conduct their jobs with honesty and integrity.
It’s bad enough having a Police Force that will not investigate itself . . and a supposed independent IPCC  . . but when the Home Office carries on in a like manner what chance has the honest guy got? . . . . Caroline Flint’s ludicrous statement  . . given that is was finally reversed 180 degrees little more than a year later means that either she was completely stupid . . . (she had access to the facts) . . Or she was deliberately lying to protect an unscrupulous position . . . Either way she didn’t deserve to hold on to her job.
